Springs have more torque when they are fully wound compared to when they are near an unwound state. A fusee uses the mechanical advantage of a conical shape with a helical groove which eases the amount of work necessary as the spring unwinds and regulates the time very accurately..

The fusee was invented sometime around the 15th century
